Permits
Every owner, or his or her agent, shall obtain a permit required in connection with the proposed construction prior to commencing construction on his or her real property.
Permit applications may be made through the District of Mission’s Building/Inspection Services Department. General guidelines are available outlining what is required when you apply for a permit:

When applying to place a mobile home as an accessory family residential use a restrictive covenant document will need to be completed; an example of this type of document can be found in the Inspection Services Department. The definition of an accessory family residential use can be found within Zoning Bylaw 3143-1998.

All construction is to conform to the current B.C. Building Code.
Regulations regarding fences are contained within Zoning Bylaw 3143-1998, Section 105.15.
