Kennel Bylaw 2788-1994

Definitions

Within the Zoning Bylaw 5949-2020:

  • “Kennel” has the same meaning as the District Kennel Bylaw 2788-1994.
  • “Agriculture (Major)” – includes “Kennel” as an allowable use.
  • “Agriculture (Minor)” – includes “Hobby Kennel” as defined in the District Kennel bylaw 2788-1994 as an allowable use.

Within the Kennel Bylaw 2788-1994:

  • “kennel” defined as a use of land where four or more dogs are kept for the purpose of boarding, breeding, show or training;
  • “hobby kennel” defined as a kennel where a maximum of eight dogs are kept for breeding or show and where the owner is a member of a recognized organization or club, or for boarding or training of dogs;
Kennel

Means a use of land where four or more dogs are kept for the purpose of boarding, breeding, show or training

Allowable Use

  • is permitted under the Agriculture (Major) use in the Zoning Bylaw

Permitted Zones

  • Agriculture Zones (A16, A36, A80)
  • All Rural Zones (RU16, RU36, RU80, RU16s, RU36s, RU80s)
  • CD7 and SN1A Zones

Minimum Lot Size

  • a parcel of land must be a minimum size of 1.6 ha (4.0 ac)

Hobby Kennel

Means a kennel where a maximum of eight dogs are kept for breeding or show and where the owner is a member of a recognized organization or club, or for boarding or training of dogs

Allowable Use

  • is permitted under the Agriculture (Minor) use in the Zoning Bylaw

Permitted Zones

  • Agriculture Zones (A16, A36, A80)
  • All Rural Residential Zones (RR7, RR7s) – provided minimum lot size is 0.36 ha (0.88 ac)
  • Suburban Zones (S20, S20s) – provided the minimum lot size is 0.36 ha (0.88 ac) – Not permitted in S10, S10s Zones
  • CD7 and SN1A Zones
Animal Daycare

Under the Zoning Bylaw 5949-2020:

  • defined as a facility that is not a Kennel or Animal Shelter, but provides short-term accommodation that does not include overnight accommodation for dogs, cats or other domesticated animals.
  • Permitted in as a “Service Use” under the following zones: CD24, CD30, CH1, CH2, CCG, CGS, CVD, INBP1, INL1, INVR, INGC, NC1, SN1

 

Business License Required 

A business licence for the Home Occupation is required for both a “Kennel” and a “Hobby Kennel”.  A business licence is also required for any  “Animal Daycare” – refer to Section 107 (Home Occupations) in the Zoning Bylaw 5949-2020. An inspection by the Business Licence Division will occur following application. Once the business licence has been issued, a copy is forwarded to the Fraser Valley Regional District’s Animal Control for their records.
