Paul Horn has served as Mayor since May 2021. He served previously on council for two terms, between 2005 and 2011.

Paul lives with his family – wife Tracy and son David – in Silverdale. He is a descendent of the Manzer family, who first settled in the Mission area in 1888.

Paul’s earliest work allowed him the opportunity to be involved in the process of closing Woodlands School and facilitating the return of the residents to community living. Those early experiences gave Paul a passion for Community Development, shaping his career, education and community work.

Paul’s early education focused on Child and Youth Care at the University of Victoria. Paul later earned his Bachelor of Arts degree at Thompson Rivers University; a Professional Teaching Certificate from the University of the Fraser Valley; and his Master of Science (Performance Management and Workplace Learning) degree from the University of Leicester. The focus of Paul’s research for his Masters degree was civic engagement and meeting processes in British Columbia.

Paul has been the Community Support Worker/Education Assistant instructor at Riverside College since it opened in 2001. Paul also runs a management consulting business, BootStrap Consulting, that works with organizations of all sizes to improve their performance. Paul’s work is predicated on the idea that organizations work best when they function as inclusive communities, with open lines of communication.

Paul has been active in many community groups and initiatives, both in Mission and elsewhere including:
