Facilities Master Plan

Council received the final report on the Facilities Master Plan that:

  • identified current deficiencies, future requirements, and potential opportunities related to municipal facilities;
  • Established financial details to incorporate into the Long Term Financial Plan; and
  • Created an action plan to guide work following the completion of the Master Plan.

Staff will use the short-term action plan within the Master Plan to inform the budget and long-term capital plan moving forward. The full plan is available as part of the September 4 meeting agenda package and will also be published separately to mission.ca.

Recycle BC Consultation & Draft Plan

Council received the draft 5-year packaging and printed paper recycling stewardship plan from Recycle BC. The draft plan as it was presented does indicate some changes to soft packaging, however post-consumer packaging such as Tupperware sandwich containers continue not to be supported despite requests from local governments including Mission.

Blue-bag Replacement Extended

Replacing blue-bags with containers for curbside collection of recyclables is a requirement of the Recycle BC program. The date to replace blue bags has been extended to July 1, 2019 by both the District of Mission and the City of Abbotsford, who share a recycling processing facility. There is a charge of approximately $4,000 per month for the delay, however this is less than the anticipated $80,000 per year estimated for providing and maintaining reusable containers, which will result in a net benefit to the District.

Paving, Water, Sewer, Drainage & Sidewalk Projects

Staff provided updates on the planned capital projects for 2018. While many projects are currently underway, projects completed to date include improvements to drainage, paving and sidewalks on Badger Avenue, and improvements to Prentis Avenue.

Mission RCMP Detachment Quarterly Report

The Mission RCMP Detachment provided its quarterly report outlining statistics to June 30, 2018. The report shows that calls for service during the first six months of 2018 are very near the total calls for service in 2017, and that while there are notable increases in several categories these follow two consecutive years of significant reductions in combined property crime numbers.

Mission Senior’s Centre Association Joint Use Agreement Extended

The joint use agreement with the Mission senior’s Centre Association regarding the Mission Activity Centre has been extended for a five-year term ending August 1, 2023.

L.I.N.C Licence for Use Agreement Extended

The Licence for Use Agreement between the municipality and the L.I.N.C society operating Emma’s Acres has been extended for a 5-year term ending March 31, 2023.

Waste Reduction Week Proclamation

Following a request from Recycling Council of British Columbia, raising awareness about waste and its environment and social impacts, Council proclaimed October 15 – 21, 2018 as Waste Reduction Week.
