Waterfront Comprehensive Planning Area - (File: OCP19-004)

OFFICIAL COMMUNITY PLAN AMENDING BYLAW 5912-2020-5670(15) (FILE: OCP19-004)

This bylaw proposes to amend Official Community Plan Bylaw 5670-2017 by redesignating the subject properties shown on the map below to Waterfront Comprehensive Planning Area. The purpose of the bylaw is to update the Official Community Plan to create a Waterfront Comprehensive Planning Area for future neighbourhood planning.

Zoning Bylaw & Density Bonusing OCP Amendment - (File: OCP20-003)

ZONING BYLAW 5949-2020

The District of Mission is conducting a comprehensive review of the Zoning Bylaw to regulate land use within the District of Mission. These revisions implement the policy objectives with respect to land use of the Official Community Plan which was adopted by the Council of the District of Mission on January 8, 2018. The proposed zoning bylaw contains specific regulations governing the use and development of land, including lists of permitted and conditional uses as well as siting and setback requirements for buildings and structures from property boundaries applicable in each zone.

PROPOSED AMENDMENT: On August 24, 2020, staff are recommending Bylaw 5949-2020 be brought forward for 2nd reading as amended prior to the Public Hearing.

OFFICIAL COMMUNITY PLAN AMENDING BYLAW 5942-2020-5670(19) – FILE: OCP20-003

This bylaw proposes to amend Official Community Plan (OCP) Bylaw 5670-2017 by amending the density allowances for the Mission City Downtown, Mixed-Use Commercial/Residential, Neighbourhood Centre, Attached Multi-Unit Residential, and Commercial categories. The intent of the bylaw is to ensure consistency between the density bonusing provisions of the new Zoning Bylaw 5949-2020 and the OCP.

Cedar Valley Local Area Plan Implementation - Group 2 (File: OCP19-006)

OFFICIAL COMMUNITY PLAN AMENDING BYLAW 5943-2020-5670(20) (FILE: OCP19-006)

This bylaw proposes to amend Official Community Plan (OCP) Bylaw 5670-2017 for the following subject properties by redesignating:

  • a portion of 32921, 32981, 33007 and 33039 Dewdney Trunk Road and 9272 Bodner Terrace from Urban Residential to Parks and Open Space;
  • a portion of 33038 Dewdney Trunk Road, 33005 and 33025 Rosetta Avenue from Urban Compact to Parks and Open Space;
  • a portion of 9043 Dewdney Trunk Road from Attached Multi-unit Residential to Parks and Open Space; and,
  • Unaddressed property on Cherry Avenue (Lot 23, Plan 40788) from Urban Residential to Parks and Open Space.

The purpose of the bylaw is to update the OCP to reflect the recommendations within the Cedar Valley Local Area Plan to approve locations of parks and open spaces within the Cedar Valley neighbourhood area (as shown on the maps below).

12631 Bell Street - Rezoning - (File: R18-062)

DISTRICT OF MISSION ZONING AMENDING BYLAW 5953-2020-5050(385) – FILE: R18-062

The purpose of the Bylaw is to rezone the subject property located at 12631 Bell Street (shown on the maps below) from the Rural 36 (RU36) Zone to the Rural Residential 7 (RR7) Zone to facilitate a 25-lot subdivision with a minimum 0.7 hectare (1.73 acre) lot size.

Development Permit Area I: Mission City Downtown - (OCP Amendment File: OCP20-006)

OFFICIAL COMMUNITY PLAN AMENDING BYLAW 5958-2020-5670(23) – FILE: OCP20-006

This bylaw proposes to amend Official Community Plan (OCP) Bylaw 5670-2017 by amending the text and map boundaries in Development Permit Area DPA I: Mission City Downtown, Appendix B and Map 18. The intent of the bylaw is to amend the OCP Development Permit Area DPA I: Mission City Downtown, Appendix B and Map 18 and to revise text in Appendix B to ensure consistency with the realigned map boundary for the Mission Downtown Development Incentive Program (DDIP).

33128, 33136 & 33144 - 3rd Avenue - Rezoning - (File: R19-046)

DISTRICT OF MISSION ZONING AMENDING BYLAW 5959-2020-5050(387)  – FILE: R19-046

The purpose of the Bylaw is to rezone the subject properties located at 33128, 33136 and 33144 – 3rd Avenue (shown on the maps below) from the Multiple Family 52 Apartment (MA52) Zone  to Comprehensive Development 48 (CD48) Zone to facilitate a 77-unit rental apartment.

Copies of the proposed bylaws and reports relevant to these bylaws may be inspected at the Municipal Hall, 8645 Stave Lake Street, Mission, BC, Monday to Friday, excluding statutory holidays, from 8:00 am to 4:30 pm from Friday, August 7, 2020 to Monday, August 24, 2020. The information is also available on our website at mission.ca by searching “Public Hearing Information”.  For further information regarding these bylaws, please contact the Development Services Department at (604) 820-3748. At the Public Hearing, persons who believe that their interest in property is affected by these proposed bylaws will have the opportunity to be heard.

If you wish to speak at the meeting, a new format is in place to adhere to the Provincial Government’s 2 metre physical distancing and 50 person maximum gathering requirements. To attend in person at Municipal Hall, enter via the Dewdney Trunk Road entrance, follow the directional signage and check-in with staff to have your name added to the speaker’s list. Speakers will be permitted to line up within Council Chambers and will be required to leave the Chamber after speaking. Please stay home if you are feeling unwell.
