Overview - Development Cost Charge (DCC)
The City of Mission Development Cost Charge (DCC) Bylaw 6348-2025 was adopted on May 5, 2025.
The City of Mission last conducted a review of its Development Cost Charge (DCC) Bylaw in 2023. Since this review, the provincial government has amended the Local Government Act to allow the inclusion of fire, police, solid waste, and provincial highway projects to be part of the DCC capital plan. An updated DCC bylaw was adopted by Council that includes the new infrastructure allowed.
Development Cost Charges (DCCs) are imposed under Bylaw 6348-2025, and are related to capital costs attributable to growth-related projects that are consistent with the Official Community Plan of the City.
DCCs apply to every person who obtains:
- Approval of a subdivision;
- A building permit authorizing construction, alteration or extension of a building or structure that is to be used for a commercial, industrial or institutional land use; or
- A building permit authorizing construction, alteration or extension of a residential building containing more than one dwelling unit, other than a secondary dwelling unit.

Overview - Amenity Cost Charge (ACC)
The City of Mission Amenity Cost Charge (ACC) Bylaw 6349-2025 was adopted on May 5, 2025.
In 2024, Provincial Bill 46 introduced Amenity Cost Charges (ACCs) as a new development financing tool to help local governments cover increased capital costs associated with providing or altering amenities to benefit a development and any associated increase in population of residents or workers.
The Bill required local governments to prospectively adopt bylaws imposing ACCs based on location, land use, density, or other objective qualities within their jurisdiction.

- Amenity cost charges are calculated at time of building permit.
