Overview
We're looking to update the Development Cost Charge bylaw that sets the amount developers contribute toward the infrastructure required for growth related to new developments, plus introduce a new Amenity Cost Charge Bylaw that ensures transparency and cost certainty for developers, local governments, and the public.
Examples of infrastructure paid by DCC’s include sewer, water, drainage, parkland, and roads as well as fire, police, solid waste, and provincial highway projects.
Examples of infrastructure paid by ACC’s include community, youth, or seniors' centres, recreational or athletic facilities, library or public squares.

Background
The City of Mission last conducted a review of its DCC Bylaw in 2023. Since then, the provincial government has amended the Local Government Act to allow the inclusion of fire, police, solid waste, and provincial highway projects to be part of the DCC capital plan. An updated DCC bylaw is being proposed to Council that will include the new infrastructure allowed and will be detailed in an updated draft DCC Background Report.
Bill 46 introduced ACC’s as a new development financing tool to help local governments cover increased capital costs associated with providing or altering amenities to benefit a development and the associated increase in population of residents or workers. Staff have prepared a draft ACC Background Report that details the information.
